Blended Learning Design — Using E-Learning, Classroom, and OJT by Purpose

1. What blended learning is

Blended learning is a program designed by combining several delivery modes — e-learning, classroom (live) sessions, and on-the-job training (OJT). The mindset is not "pick e-learning or pick the classroom." Instead, you assign the most effective mode to each learning purpose, so that the modes cover for one another's weaknesses.

For foreign-owned companies and Japan subsidiaries, this matters even more. Headcount is often lean, trainers are stretched across time zones, and employees may be distributed. A single mode rarely fits all of that — a deliberate blend does.

2. Why a single mode hits a ceiling

Each mode is a trade-off. Delivering knowledge intake in a classroom wastes time and money, and trying to complete real application through e-learning alone doesn't work. That is precisely why a combination pays off.

3. The five-step design process

Step 1 — Define the purpose and goal

State "what someone must be able to do for this to count as success" in behavioral terms. "Understands the negotiation framework" is weak; "can run a discovery call and summarize the customer's three priorities" is designable.

Step 2 — Break the goal into learning stages

Split the goal into know → practice → apply:

  • Know — the concepts, rules, and facts a learner must hold.
  • Practice — trying the behavior in a safe setting.
  • Apply — performing it in real work until it sticks.

Step 3 — Assign a mode to each stage

  • Know → e-learning (standardized intake, check tests)
  • Practice → classroom / live sessions (role-play, case discussion)
  • Apply / reinforce → OJT (real-work application, feedback)

Live sessions can be in-person or online — for distributed teams, a well-run virtual classroom preserves the discussion and role-play that e-learning can't replicate.

Step 4 — Design the sequence and completion tracking

The recommended pattern is the flipped model: learners complete e-learning before the live session, so the classroom time is spent on practice rather than lecture. The make-or-break detail here is confirming pre-work completion in your training management system — a live practice session collapses when half the room hasn't done the reading.

Step 5 — Measure effectiveness and revise

If a "practice" stage delivered no behavior change, the problem is often that it was really disguised knowledge intake — move it to e-learning and reclaim the live time.

4. Choosing the mode: a quick decision guide

When you're unsure which mode a given piece of content belongs in, ask three questions:

  1. Is this the same for everyone, every time? If yes, it's standardized intake → e-learning.
  2. Does learning it require another person — to react, push back, or role-play? If yes → classroom / live.
  3. Can it only be judged in real work, with real stakes? If yes → OJT.

Most content that companies default to teaching in a full-day classroom is actually question 1 — and belongs in e-learning, freeing the expensive live hours for questions 2 and 3.

5. Worked example — new-hire onboarding

Onboarding is the textbook case for blended learning:

  1. E-learning — company rules, foundational knowledge, compliance (self-paced, from before the start date through day one)
  2. Classroom (live) — values, building relationships with peers, role-play (first week)
  3. OJT — real work after placement, with mentor feedback

6. Common failures and fixes

  • Failure 1: treating "e-learning distributed" as "done." Learners arrive at the live session without finishing pre-work, so the practice can't run. → Confirm completion in the training management system and pair it with reminders for anyone who hasn't finished.
  • Failure 2: designing mode-first. "We need to add e-learning" becomes the goal and drifts away from the learning purpose. → Work backward from the purpose and assign modes to stages.
  • Failure 3: no bridge to application. People learn in the classroom and never use it on the job. → Build OJT plans and reviews into the program from the start.
